The explainer you shared is highly accurate for domains that remain registered, live, and structurally unchanged while inactive. If a site simply stops publishing new content for a year or two, there is no arbitrary “dormancy penalty.”
However, it misses a crucial SEO distinction: there is a massive difference between a domain that is simply “inactive” and one that is “parked” or “expired.” If the domain registration lapses or the site is replaced with a parked placeholder page, Google’s handling of its authority changes drastically.
Here is how Google actually treats domain dormancy based on its latest systems and the March 2024 Core Update:

1. Inactive but Live (The Scenario in Your Snippet)

If you own the domain, keep the hosting active, and leave the existing pages up but touch nothing for years:
  • No active penalty: Google does not penalize the site simply for being dormant.
  • Link equity holds: Existing backlinks continue to pass value to the specific pages they point to.
  • Freshness decay: As your explainer notes, content-recency signals drop, which hurts rankings for trending or time-sensitive queries.
  • Crawl budget drops: Googlebot will visit less frequently because it learns the content isn’t changing.

2. Parked or Expired (The “Reset” Effect)

If the domain registration lapses and it drops, or if you point it to a “parked” holding page with ads:
  • Historical signals are reset: Google’s John Mueller recently clarified that when domains transition into an unregistered or parked state, they lose their historical ranking signals. Google treats the domain as needing to “shake off” its previous state before recognizing it as active again.
  • Link equity breaks: You cannot simply re-register an expired domain, spin up a new site, and expect the old backlinks to pass their former authority. Google evaluates if the new site is the same entity. If it isn’t, the old links are decoupled from the new content.

3. Expired Domain Abuse (March 2024 Spam Policy)

It is also worth noting that as of March 2024, Google introduced an official spam policy targeting Expired Domain Abuse. Purchasing an expired domain specifically to repurpose its legacy authority for unrelated or low-quality content is now classified as spam, which can trigger manual actions or algorithmic de-indexing.
If you are finalizing this explainer, I highly recommend adding a caveat that separates a live, static site from an expired or parked domain. The rules for the latter are much stricter today.
